现在我就这些年进口二手仪器/模具/设备的操作经验回答如下： 
1、旧印刷机进口是可以的，我司操作旧印刷机进口代理有多年的经验，在这些年中，除了已经报废的旧印刷机，基本还是能够顺利进口的。当然具体还要具体情况。 
2、关于旧印刷机进口的年限。因为我国目前在调整产业结构，同时又鼓励扩大生产，所以目前我国一般针对5-8年的旧印刷机是鼓励进口的。这并不是说超过8年就不可以进口了，只是相对来说办理旧印刷机进口清关单证上要提供的资料要多些。 
3、旧印刷机进口申报价格，以新印刷机为基准，旧印刷机的申报价格我司是不建议报低于新印刷机5成的价格，如果低于5成，海关很可能会认为你这个印刷机已经报废没有使用价值。当然具体还要根据旧印刷机的具体情况来确认。 
4、海关对于进口的旧印刷机审价标准。
进口二手仪器/模具/设备清关资料准备： 
1、装箱单、invoice、 合同 
2、正本提单或电放提单  电放保函 
3、报关委托书，报检委托书 
4、海关、商检十位代码 
5、设备的申报要素（工艺，功能，技术参数等等） 
进口二手仪器/模具/设备代理流程示意图： 
1、客户提供进口二手机械的相关资料与图片； 
2、我司根据旧设备的详细信息核算进口费用； 
3、回复报价给客户； 
4、签定进口代理协议； 
6、整理资料，到当地商检局申请旧设备进口商检预备案； 
7、将设备发货到香港； 
8、安排中检，出具二手机械产品进口装运前与检验检疫证； 
9、根据监管条件，到商务部申请旧机械产品自动进口许可证； 
10、到商检局换正本备案书； 
11、驳船到目的港； 
12、准备进口报关申报资料； 
13、报检，商检查验； 
14、审价，出裞单缴裞； 
15、报关，海关查验； 
16、放行，送货厂家。 
海关对于旧机械设备进口审价标准一般有3个： 
一、海关根据3个月内通关的旧印刷机申报价格确认同类印刷机的价格； 
二、全球、国内市场价格； 
三、采购合同价格。
